Preserving the Past, Securing the Future
What is THEMIS?
THEMIS is a whole systems solution, utilising a UK sovereign cloud platform and bespoke digital document management system, specifically designed to tackle the critical challenges posed by legacy evidence. It empowers law enforcement by transforming legacy evidence management.
Developed by EBC Group, a trusted leader in IT and cybersecurity, in partnership with UK policing to work collaboratively with associated companies, THEMIS leverages cutting-edge digitisation technologies to breathe new life into outdated evidence formats. VHS tapes, DVDs/CDs, paper records, microfiche, audio recordings, USB sticks – no longer relics of the past – are transformed into secure, searchable and readily accessible digital files.
THEMIS, a fully operational and scalable solution, encompasses three critical elements (CAPTURE, HOSTING and INVESTIGATE) and offers a comprehensive package that empowers law enforcement agencies to unlock the true potential of their evidence and significantly improve their investigative capabilities, ultimately strengthening the criminal justice system.
THEMIS Solutions
1. Capture
THEMIS begins with capturing and digitising legacy evidence formats. This includes VHS tapes, audio recordings, paper documents, DVDs/CDs, microfiche, and USBs. Each piece of physical media is meticulously converted into a digital format and securely uploaded to the UK sovereign cloud, ensuring the preservation of valuable evidence before it degrades.
2. Host
After digitisation, the evidence is hosted in EBC Group’s state-of-the-art secure UK sovereign data centre. Our robust infrastructure guarantees the protection and integrity of all data, safeguarding it against degradation and loss.
This secure hosting environment ensures that evidence remains intact and readily accessible for future use.
3. Investigate
THEMIS streamlines the investigation process with searchable, retrievable and viewable evidence. THEMIS does this by enabling easy retrieval, organisation, and tagging of digital evidence. Enhanced with metadata, the platform allows for secure and rapid search and retrieval of files. This capability is crucial for preparing evidence for court and facilitating ongoing investigations, ultimately improving the efficiency and effectiveness of law enforcement.
Our Vision
To create a comprehensive and accessible digital archive of police legacy evidence, preserving vital historical and investigative records while advancing modern policing practices and investigations through the power of technology.
Our Mission
We work to enhance public safety and deliver justice by systematically digitising and preserving police legacy evidence.
We will establish a secure, searchable and shareable central data repository, utilising advanced technologies. This will empower criminal investigations, enable crime pattern analysis, support historical research and safeguard victims’ evidence.
Our Heritage
THEMIS is proudly backed by EBC Group, a trusted leader in technology solutions with over 35 years of experience. Our extensive knowledge and expertise in IT and cybersecurity have been instrumental in developing a robust and innovative evidence management platform.
EBC Group’s commitment to excellence and continuous improvement ensures that THEMIS not only meets, but exceeds, the rigorous demands of modern law enforcement. Our long-standing relationships with industry-leading technology partners allow us to integrate the latest advancements in digitalisation, data security, and UK sovereign cloud hosting into the THEMIS platform.
The Challenge: Outdated Evidence Management
Legacy evidence presents a critical challenge for law enforcement agencies across the UK and Europe. Vast amounts of evidence remain trapped on outdated formats e.g. VHS tapes, paper records and audio recordings.
This creates a domino effect of problems including:
Data Degradation
The risk of data degradation threatens the integrity of evidence. Physical media like VHS and audio tapes deteriorate over time, potentially jeopardising crucial details and raising questions about the validity of evidence in court.
Inefficient Retrieval
Traditional evidence retrieval is a time-consuming process and historic archives of evidence lie in storage, unreviewed and in a perishable format. Locating specific files can involve manually sifting through archives; delaying investigations and hindering potential case resolutions.
Security Vulnerabilities
Sharing legacy evidence through traditional methods like postal mail or unsecured file transfers creates inherent vulnerabilities and exposes sensitive data to potential breaches. This not only compromises investigations but also undermines public confidence in law enforcement's ability to safeguard vital information.
Financial Costs
Physical evidence storage is expensive. Police forces require dedicated physical space to house bulky outdated formats. Maintaining this storage infrastructure incurs significant ongoing costs for facilities management.

Comprehensive Digitisation:
THEMIS leverages cutting-edge digitisation technologies to transform legacy evidence formats into secure, searchable and readily accessible digital files which are stored in the UK sovereign cloud. This includes VHS tapes, audio recordings, paper documents, CDs/DVDs, microfiche, and USB storage devices.
THEMIS goes beyond simple digitisation, aligning perfectly with the several National Police Chiefs' Council (NPCC) strategy’s and policies including, the National Policing Digital Strategy, Victims and Witnesses Strategy, Management of Police Information and Disclosure.
THEMIS offers a comprehensive package that empowers law enforcement agencies to unlock the true potential of their evidence and significantly improve their investigative capabilities, ultimately strengthening the criminal justice system.
This is achieved via four primary strands:
Safeguarding Data
-
Enhanced Security and Compliance: Data security is paramount. THEMIS addresses these concerns by adhering to rigorous data protection standards, holding national accreditation (Police Digital Services) and a robust security framework, aligned to the National Cyber Security Centre (NCSC):
-
Advanced Encryption: Data is encrypted at rest and in transit using industry-standard algorithms, ensuring the highest level of confidentiality and protection from unauthorised access.
- Unbreakable Chain of Custody: Every interaction with evidence is meticulously tracked and documented within the system, maintaining a complete and auditable chain of custody. This ensures the traceability of evidence and strengthens its admissibility in court.
Enhanced Public Trust
- Reduces Risk of Evidence Loss: Physical evidence degrades over time, but THEMIS digitises it, eliminating the risk of permanent information loss.
- Supports Victim and Witness Experience: Faster case resolution through quicker evidence retrieval with THEMIS minimises the emotional toll on victims and witnesses.
- Enhances Transparency in Evidence Handling: THEMIS fosters public trust by ensuring transparent and accountable evidence handling practices.
Streamlined Efficiency and Productivity
-
Instantaneous Retrieval: Investigators can access any piece of evidence, including previously inaccessible formats like VHS recordings, within seconds.
-
Seamless Integration: THEMIS allows for the seamless attachment of scanned documents and notes to digital evidence files.
-
Improved Investigative Efficiency: Faster retrieval and advanced search capabilities within THEMIS empower investigators to uncover hidden patterns and connections in evidence that might be missed with traditional methods.
Positive Criminal Justice Outcomes
- Empowering CPS Decisions: Faster and more thorough investigations facilitated by THEMIS can lead to the identification of additional evidence, such as material in support of bad character applications or additional historic charges.
- Faster Case Progression: Rapid evidence retrieval significantly reduces delays associated with traditional evidence management practices.
- Improved Conviction Rates: Stronger cases built on readily available and easily analysed digital evidence can potentially lead to improved conviction rates.
